Produktionsausfälle, Arbeitslosigkeit: Warum die deutsche Wirtschaft in der Corona-Krise um bis zu 20 Prozent schrumpfen kann

Das haben aktuelle Berechnungen des Ifo-Instituts ergeben. „Die Kosten werden voraussichtlich alles über-steigen, was aus Wirtschaftskrisen oder Naturkatastrophen der letzten Jahrzehnte in Deutschland bekannt ist“, sagt Ifo-Präsident Clemens Fuest.

 

„Je nach Szenario schrumpft die Wirtschaft um 7,2 bis 20,6 Prozentpunkte. Das entspricht Kosten von 255 bis 729 Milliarden Euro.“

„Es lohnt sich daher, quasi jeden denkbaren Betrag für gesundheits-politische Maßnahmen einzusetzen. Ziel muss es sein, die Teilschließung der Wirtschaft zu verkürzen, ohne die Bekämpfung der Epidemie zu beeinträchtigen“, sagt Fuest.

 

Strategien sind erforderlich, die es erlauben, eine Wiederaufnahme der Produktion mit einer weiteren Eindämmung der Epidemie zu verbinden

 

„Wenn die Wirtschaft zwei Monate lang teilweise stillsteht, entstehen Kosten je nach Szenario zwischen 255 und 495 Milliarden Euro. Die Wirtschaftsleistung schrumpft dann im Jahr um 7,2 bis 11,2 Prozentpunkte“, sagt Fuest. Unterstellt ist dabei im besten Szenario, dass die Wirtschaftsleistung für zwei Monate auf 59,6  Prozent zurückgeht, sich im dritten Monat wieder auf 79,8 Prozent erholt und schließlich im vierten Monat wieder 100 Prozent erreicht. „Bei drei Monaten Teilschließung erreichen die Kosten bereits 354 bis 729 Milliarden Euro, das sind 10,0 bis 20,6 Prozentpunkte Wachstumsverlust“, sagt Fuest.

 

Teilschließungen kosten in einer bis zu 57 Millionen Euro

 

Eine einzige Woche Verlängerung der Teilschließung verursacht den Ifo-Berechnungen zufolge zusätzliche Kosten von 25 bis 57 Milliarden Euro und damit einen Rückgang des Wachstums um 0,7 bis 1,6 Prozentpunkte. Eine Verlängerung von einem auf zwei Monate erhöht die Kosten bis zu 230 Milliarden Euro oder 6,5 Prozentpunkte Wachstum.

 

Massive Verwerfungen am Arbeitsmarkt

 

„Auch am Arbeitsmarkt kommt es durch die Krise zu massiven Verwerfungen. Diese stellen die Zustände auf dem Höhepunkt der Finanzkrise in den Schatten“, sagt Fuest. In den vom ifo betrachteten Szenarien könnten bis zu 1,8 Millionen sozialversicherungspflichtige Arbeitsplätze (oder 1,4 Millionen Vollzeitjobs) abgebaut werden und mehr als sechs Millionen Arbeitnehmer von Kurzarbeit betroffen sein.

 

Mehrausgaben bei Transfers erwünscht und notwendig

 

Ohne Berücksichtigung der umfangreichen geplanten Bürgschaften und Kredite sowie eventueller europäischer Rettungsschirme werden die öffentlichen Haushalte um bis zu 200 Milliarden Euro belastet. „Für eine gesamtwirtschaftliche Stabilisierung sind die Mindereinnahmen bei den Steuern und Mehrausgaben insbesondere für Transfers aber erwünscht und notwendig“, sagt Fuest. pm, ifo

"It is therefore worthwhile using virtually every conceivable amount for health policy measures. The goal must be to shorten the partial closure of the economy without compromising the fight against the epidemic," says Fuest.

 

Strategies are needed that allow the resumption of production to be combined with further containment of the epidemic

 

"If the economy comes to a partial standstill for two months, the costs will be between 255 and 495 billion euros, depending on the scenario. Economic output then shrinks by 7.2 to 11.2 percentage points per year," says Fuest. The best scenario assumes that economic output falls to 59.6 percent for two months, recovers to 79.8 percent in the third month and finally reaches 100 percent in the fourth month. "With three months of partial closure, the costs already reach 354 to 729 billion euros, which is a loss of growth of 10.0 to 20.6 percentage points," says Fuest.

 

Partial closures cost up to 57 million euros

 

According to Ifo calculations, a single week's extension of the partial closure will cause additional costs of 25 to 57 billion euros and thus a decline in growth by 0.7 to 1.6 percentage points. An extension from one to two months increases the costs up to 230 billion euros or 6.5 percentage points growth.

 

Massive distortions on the labor market

 

"The crisis is also causing massive distortions in the labour market. These put the conditions at the peak of the financial crisis in the shade," says Fuest. In the scenarios considered by the ifo, up to 1.8 million jobs subject to social insurance contributions (or 1.4 million full-time jobs) could be cut and more than six million workers could be affected by short-time working.

 

Additional expenditure on transfers desirable and necessary

 

Without taking into account the extensive planned guarantees and loans and possible European rescue packages, public budgets will be burdened by up to 200 billion euros. "However, for macroeconomic stabilization, the lower tax revenues and additional expenditure, especially for transfers, are both desirable and necessary," says Fuest. pm, ifo, mei
