Facebook-Währung Libra hilft den Menschen in Entwicklungsländern

„In vielen Entwicklungs- und Schwellenländern wird die Zentralbank als verlängerter Arm der Regierung missbraucht, was zu Inflation, Währungsabwertung und realer Entwertung von Sparvermögen führt. Mit der Libra könnten sich die Bürger dieser Art der finanziellen Repression entziehen“, schreibt Marcel Thum, Leiter der Ifo-Niederlassung Dresden in einem Aufsatz für den ifo Schnelldienst. Diesen hat er zusammen mit Stefan Eichler, Professor für Internationale Monetäre Ökonomik an der TU Dresden, verfasst.

 

Eichler und Thum schreiben weiter: „Gerade die Ärmsten haben in den meisten Schwellen- und Entwicklungsländern keinen Zugang zum Finanzsystem. Sie müssen für Kredite horrende Zinsen zahlen oder hohe Gebühren für Auslandsüberweisungen.“

 

Es fallen auch Geldschöpfungsgewinne für Unternehmen an 

 

Thum und Eichler mahnen jedoch: „Auch wenn die Libra Association die Vorteile für die Menschheit in den Vordergrund rückt, ist das Engagement der beteiligten Unternehmen natürlich nicht nur altruistisch. Wenn das System läuft, fallen Geldschöpfungsgewinne an. Denn die Libra Association kauft als Gegenwert für die Ausgabe unverzinslicher Libra verzinsliche Staatspapiere oder Bankeinlagen.“ Wertvoll seien für die Libra Association auch die Nutzerdaten. Denn es würden alle Transaktionen gespeichert. „Zahlungs- und Güterströme lassen sich damit ebenso analysieren wie die Zahlungsmoral von Kunden.“ Weiteres Geschäftspotenzial für die Libra Association biete der Aufbau eines digitalen Marktplatzes à la Amazon, wo sich dann ebenfalls alle Transaktionen eines Libra-Nutzers nachvollziehen lassen.“

 

Libra ist ein Gegenentwurf zur staatlichen Geldordnung

 

Thum und Eichler ergänzen, weltweit habe sich eine staatliche Geldordnung etabliert, in der eine (mehr oder weniger) staatliche und doch unabhängige Zentralbank Geld schöpfe und das Finanzsystem staatlich reguliert sei. Dieses System könne seine Vorteile jedoch vor allem in demokratischen Systemen mit unabhängigen Zentralbanken entfalten. Die Libra sei ein Gegenentwurf zu dieser staatlichen Geldordnung. Deshalb seien Regierungen, Zentralbanken und Regulierer überwiegend skeptisch. Bei einer starken Verbreitung der Libra würde die offizielle einheimische Währung immer seltener verwendet. Die Wirkung der einheimischen Geldpolitik würde abnehmen, die Inflation ließe sich noch weniger steuern und würde tendenziell volatiler. pm, ifo

The planned Facebook currency Libra could help citizens in emerging and developing countries to achieve greater financial self-determination.

 

"In many developing and emerging countries, the central bank is being abused as an extension of the government, leading to inflation, currency devaluation and real devaluation of savings. With the Libra, citizens could escape this kind of financial repression," writes Marcel Thum, head of the Ifo branch in Dresden, in an essay for the ifo Schnelldienst. Libra is an alternative draft to the state money order

 

Thum and Eichler add that a state money order has established itself worldwide, in which a (more or less) state and yet independent central bank creates money and the financial system is state-regulated. This system can, however, develop its advantages above all in democratic systems with independent central banks. The Libra is a counter-proposal to this state monetary order. That is why governments, central banks and regulators are predominantly sceptical. If the Libra were to spread widely, the domestic currency offizielle would be used less and less. The impact of domestic monetary policy would diminish, inflation would be even less controllable and would tend to be more volatile. pm, ifo
