More than two out of three unemployed people in Germany are at risk of poverty and social exclusion. The rate was 69.2 percent in 2018, as can be seen from figures from Eurostat, which evaluated the left-wing group and is available to the "Neue Osnabrücker Zeitung" (NOZ). Within Europe, the unemployed in Germany are particularly at risk of poverty. The EU average was 48.7 percent last year, 20.5 points lower than in Germany. The second highest rate was in Lithuania with 62.3 percent, according to Eurostat figures.

"The findings are in the truest sense a testimony of poverty for the welfare state of Germany", said the labour market policy spokeswoman of the Left Group, Sabine Zimmermann, to the NOZ. The introduction of Hartz IV has spread and strengthened poverty. It was "a scandal" that the federal government did not take countermeasures. The left-wing politician demanded: "Hartz IV must be replaced by a sanction-free minimum security, which really protects against poverty and makes participation possible".
