Wie die Bundesregierung in ihrer Antwort auf eine Anfrage der FDP weiter auflistet, ist in Nordrhein-Westfalen mit 8,1 Millionen nahezu jeder zweite Einwohner (45,1 Prozent) von Strukturschwäche in seiner Region betroffen. "Die Zahlen zeigen, dass Strukturschwäche in Deutschland keine Frage von Himmelsrichtung ist", sagte der FDP-Abgeordnete Otto Fricke.
