Mercosur: Welche Vorteile bringt das EU-Freihandelsabkommen mit Lateinamerika?

„Gemessen an der gemeinsamen Bevölkerungsanzahl entstünde bei erfolgreicher Umsetzung die größte Freihandelszone der Welt“, schreibt er weiter.  Im Gegenzug für die erheblichen Zollsenkungen der Südamerikaner komme es zu einer Teilöffnung der europäischen Agrarmärkte.

 

Dabei habe die EU aber die Anerkennung geographischer Herkunftsbezeichnungen wie „Münchner Bier“ und die Einhaltung europäischer Verbraucherschutzstandards durchgesetzt. Nach Schätzungen des Ifo-Instituts profitierten in Europa vor allem die klassischen Industriesektoren von dem Abkommen, während die Agrarbranche mit Einbußen zu rechnen hat. Im Mercosur seien spiegelbildliche Effekte zu erwarten. Dazu gehörten Argentinien, Brasilien, Uruguay und Paraguay. Für alle Länder in der EU und im Mercosur sei ein höherer Wohlstand zu erwarten. Lateinamerika sei verglichen mit anderen Weltregionen vergleichsweise friedlich und biete reichlich natürliche Ressourcen. The Ifo Institute has called for the speedy ratification of the free trade agreement between the EU and Latin America (Mercosur).  "This offers a unique opportunity for Latin American countries. It should be seized and not fail due to the resistance of the French and German agricultural lobbies," writes Martin Braml in an article for the Ifo Schnelldienst.

 

"Measured by the combined population, successful implementation would create the largest free trade zone in the world," he continues.  In return for the considerable tariff reductions by the South Americans, he said, European agricultural markets would be partially opened.

 

In doing so, however, the EU had pushed through the recognition of geographical designations of origin such as "Münchner Bier" and compliance with European consumer protection standards. According to estimates by the Ifo Institute, it is above all the traditional industrial sectors in Europe that will benefit from the agreement, while the agricultural sector is expected to suffer losses. In Mercosur, mirror effects are to be expected. These include Argentina, Brazil, Uruguay and Paraguay. Higher prosperity is to be expected for all countries in the EU and Mercosur. Compared with other regions of the world, Latin America was comparatively peaceful and offered abundant natural resources.
