Soforthilfen für die Selbstständigen und Freiberufler gefordert

Nach Ansicht des Deutschen Journalisten Verbandes (DJV), gefährdet die Corona-Krise die finanzielle Sicherheit freier Journalisten, so DJV-Sprecher Hendrik Zörner im Gespräch. Oberste Prämisse sei deshalb, dass den Betroffenen schnellstens geholfen werde.

 

Auch die freien Journalisten sollten unter den "Schutzschirm der deutschen Wirtschaft" der Bundesregierung kommen. Freelancer seien nämlich von den wirtschaftlichen Folgen der Corona-Epidemie besonders betroffen. Viele offizielle Veranstaltungen, wie zum Beispiel Messen, Ausstellungen und Sportveranstaltungen finden nicht mehr statt. "Über diese Veranstaltungen haben früher in erster Linie freie Journalisten für ihre Auftraggeber berichtet. Damit ist es momentan vorbei", so Zörner weiter. 

 

"Mein Einkommen ist fast auf null gesunken"

 

Ein Betroffener dieser Situation ist der freie Sportjournalist und Buchautor Andreas Kötter. "Seit der Eskalation der Corona-Krise vor wenigen Tagen und den politischen Auswirkungen ist mein Einkommen fast auf null zurückgegangen", so Kötter. Für ihn sei die Situation derzeit existenzbedrohend. "Ich begrüße es zwar, dass der Schutzschirm der Bundesregierung auch Steuerstundungen oder -reduzierungen in Aussicht stellt, aber einen Kredit wollte ich in diesem Jahr nicht aufnehmen", sagt Kötter.

 

Finanzielle Belastung darf nicht bei den Freien getragen werden

 

Das hält auch DJV-Sprecher Zörner für unangemessen. "Es kann nicht sein, dass die finanziellen Belastungen der Coronakrise letztlich von den freien Journalisten getragen werden müssen", sagt er. Für den DJV sind deshalb Unterstützungs-zahlungen für Freelancer in erster Linie ein probates Mittel, um dieser Berufs-gruppe über die Krise zu helfen. 

 

Ein Bürgschaftsmodell ist denkbar

 

Diese Auffassung teilt auch Veronika Mirschel. Die Leiterin des Referats für Selbstständige beim Verdi-Bundesvorstand ist wie Zörner davon überzeugt, dass "unbürokratische Kredite", wie sie der Schutzschirm unter anderem vorsieht, nicht zielführend für freie Journalisten seien. "Wenn Unternehmen in der Coronakrise finanziell unterstützt werden, dann sollte das auch für Selbstständige gelten", so Mirschel. Die Gewerkschafterin schlägt vor, dass die Betroffenen Freiberufler eine Unterstützung analog des SGB 2 ("Hartz IV") während der Krise erhalten. Dabei sollte es sich um eine "vereinfachte SGB-2-Prüfung" handeln. Ein Bürgschafts-modell, bei dem der Staat bei Existenzgründer-Darlehen für freie Journalisten bürgt, ist für Mirschel auch eine Option. 

 

Der Journalistinnenbund appelliert an Verlage- und Medienhäuser

 

Auch der Journalistinnenbund stellt fest, dass die Corona-Krise freiberufliche Journalist*innen besonders hart treffe. "So entfallen Veranstaltungen, Pressekonferenzen, Auftrags-Moderationen, ganze Sendungen und Beiträge sowie Redaktionsschichten, die storniert werden", sagt Hilde Weeg vom Journalistinnen-bund. Die Organisation appelliert deshalb an Verlags- und Medienhäusern gemeinsam mit den freien Mitarbeiter*innen nach Lösungen in der Corona-Krise zu suchen. Dazu gehörten zum Beispiel flexible Arbeitszeiten und Ausfallhonorare.

Kulturstaatsministerin Monika Grütters fordert ebenfalls Hilfen für die Kreativwirtschaft ein.

 

Kreativwirtschaft: Eine Bruttowertschöpfung von 100 Milliarden Euro

 

„Diese Branche ist durch Veranstaltungsabsagen, Auftragsstornierungen oder wegbrechende Einnahmen aus Ticketverkäufen und den ersatzlosen Wegfall von Gagen besonders hart und zum Teil existenziell getroffen. Sie braucht deshalb dringend Hilfe, um die großen Belastungen auszugleichen", sagte sie. Mit einer Bruttowertschöpfung von mehr als 100 Milliarden Euro sei die Kultur- und Kreativwirtschaft einer der größten Wirtschaftszweige – noch vor chemischer Industrie, Energieversorgern und Finanzdienstleistern. „Deshalb ist es so wichtig, dass Kultur-, Kreativ- und Medienwirtschaft durch dieses Hilfspaket massiv gestützt werden, so Grütters weiter. 

 

"5000 oder 10.000 Euro in die Tasche - sofort"

 

Einen radikalen Schritt fordert vor diesem Hintergrund beim Thema "Solo-Selbstständige" der Chef des Deutschen Instituts für Wirtschaftsforschung (DIW), Marcel Fratzscher. "Die kleinen Unternehmen brauchen wirklich Geld in der Tasche. Man muss über Transfers nachdenken, dass man sagt, alle, die beim Steueramt gemeldet sind, kriegen 5000 Euro oder 10.000 Euro in die Tasche, sofort, um diese Zeit lang überleben zu können", sagte der Ökonom dem Deutschlandfunk (DLF). The organisation therefore appeals to publishing and media companies to work together with freelancers* to find solutions in the Corona crisis.
