Robin Quinville, Deputy US Ambassador Richard Grenell, has accused China of targeted disinformation campaigns and cover-ups in dealing with the corona epidemic.

 

"If the Chinese authorities had done the right thing and warned of this new disease, China and the rest of the world might have been spared the effects of this disease on the population," writes Quinville in a guest article for the Düsseldorf "Rheinische Post". "The fact that the virus broke out in Wuhan in Hubei province - and that the Chinese government knew about it from the beginning - is undeniable," continues the currently highest-ranking US diplomat in Germany. "According to the Chinese government, the virus had been circulating in Wuhan since December or even earlier." China has a special responsibility to be completely transparent in its handling of the findings of its experts.

 

Destruction of virus samples ordered

 

"But at the beginning of January, the Chinese authorities had already ordered the destruction of virus samples," said Quinville. "Worse still, the Chinese authorities actively censored and punished courageous compatriots who tried to spread the truth to the outside world. As valuable weeks passed and the seriousness of the outbreak became clear, government officials in the People's Republic of China had taken extensive precautions to protect their own people, but had only selectively shared information such as gene sequence data and continued to stonewall international health authorities, offering assistance and asking for access and additional information.

 

Information must be freely available

 

"Correct information must be freely available, especially in times of crisis. Governments have a duty to save lives, not to save face," writes Quinville. She announced consequences: "When this crisis finally abates, we should take stock and assess the costs of this collapse of international cooperation, the effects of the suppression of important factual information, the effects of the blocking attitude in the initial phase of the epidemic and the consequences of disinformation campaigns during the course of this pandemic," the US diplomat said. "Die Tatsache, dass das Virus in Wuhan in der Provinz Hubei ausbrach - und dass die chinesische Regierung von Anfang an darüber Bescheid wusste -, ist unbestreitbar", führt die derzeit ranghöchste US-Diplomatin in Deutschland weiter aus. "Das Virus war in Wuhan nach Angaben der chinesischen Regierung bereits seit Dezember oder sogar noch früher in Umlauf." China habe die besondere Verantwortung oblegen, vollkommen transparent mit den Erkenntnissen seiner Experten umzugehen. 

 

Vernichtung von Virusproben angeordnet

 

"Doch Anfang Januar hatten die chinesischen Behörden bereits die Vernichtung von Virusproben angeordnet", so Quinville. "Schlimmer noch, die chinesischen Behörden haben mutige Landsleute, die versuchten, die Wahrheit nach außen zu tragen, aktiv zensiert und bestraft." Während wertvolle Wochen verstrichen und die Ernsthaftigkeit des Ausbruchs deutlich wurde, hätten Regierungs-beamte der Volksrepublik China umfassende Vorkehrungen zum Schutz ihrer eigenen Bevölkerung getroffen, aber Informationen wie beispielsweise Gensequenzdaten nur selektiv weiter gegeben und weiterhin gegenüber internationalen Gesundheitsbehörden gemauert, die Unterstützung anboten und um Zugang und zusätzliche Informationen baten. 

 

Informationen müssen frei zugänglich sein

 

"Korrekte Informationen müssen frei zugänglich sein, insbesondere in Krisenzeiten. Regierungen haben die Pflicht, Menschenleben zu retten, nicht ihr Gesicht zu wahren", schreibt Quinville. Sie kündigte Konsequenzen an: "Wenn diese Krise endlich abflaut, sollten wir Bilanz ziehen und die Kosten dieses Zusammenbruchs der internationalen Zusammenarbeit, die Auswirkungen der Unterdrückung wichtiger Sachinformationen, die Auswirkungen der Blockadehaltung in der Anfangsphase der Epidemie und die Folgen von Desinformationskampagnen im Verlauf dieser Pandemie bewerten", so die US-Diplomatin.
