Ein deutlicher Rückgang der deutschen Wirtschaftsleistung

Damit zeigen sich die massiven Auswirkungen der Corona-Pandemie, die in den jetzt vorliegenden Indikatoren zu den Entwicklungen auf den Finanzmärkten und in Unternehmensbefragungen sichtbar werden.

 

Andere Daten, etwa zur Auftragslage oder Produktionsleistung, spiegeln die aktuelle Situation noch nicht wider. Dass die Produktion in manchen Wirtschaftsbereichen faktisch vollständig zum Erliegen gekommen ist, wird im aktuellen Barometerwert noch nicht in Gänze erfasst. Zusätzliche Abschätz-ungen des Produktions- und Nachfrage-ausfalls lassen vor allem für die zweite Märzhälfte einen deutlichen Rückgang der Wirtschaftsleistung erwarten: Im Quartalsdurchschnitt dürfte sie um rund 2,0 Prozent sinken und damit sogar etwas stärker als zum Auftakt der Finanzkrise. Zum Jahresende 2008 brach das Bruttoinlandsprodukt um gut anderthalb Prozent gegenüber dem Vorquartal ein.

 

Einschränkungen werden die Wertschöpfung belasten

 

Die Einschränkungen des öffentlichen Lebens – darunter Schulschließungen, Verbote von Kneipen- und Restaurantbesuchen oder der Wegfall von Sport-, Unterhaltungs- und Kulturangeboten – werden auch im April auf der Wertschöpfung lasten. Erste Abschätzungen legen nahe, dass der Rückgang der Wirtschaftsleistung dadurch im zweiten Quartal noch deutlich drastischer ausfällt – das Minus könnte nahezu zweistellig ausfallen.

 

Wirtschaftliche Entwicklung für 2020 schwer einzuschätzen

 

Die wirtschaftliche Entwicklung für das Gesamtjahr ist derzeit nur sehr schwer abschätzbar, da sie maßgeblich von der weiteren Verbreitung des Virus und der politischen Reaktionen darauf abhängt. Die vorliegenden Daten zeichnen zum jetzigen Zeitpunkt ein äußerst unvollständiges Bild der Lage. Selbst wenn in den kommenden Wochen wieder mehr und mehr wirtschaftliche Aktivität möglich wird und eine Normalisierung in den nächsten Monaten folgt, dürfte am Jahresende ein Rückgang der Wirtschaftsleistung von rund sechs Prozent stehen. Dies ist in der Größenordnung vergleichbar mit dem Einbruch der Finanzkrise. Bleibt die Normalisierung aus, ist ein noch weitaus größerer Rückgang möglich. pm, diw

The economic barometer of the German Institute for Economic Research (DIW Berlin) slumps to 86 points in March, pointing to a significant decline in economic output in the first quarter of 2020. This reflects the massive impact of the corona pandemic, which is visible in the indicators now available on developments on the financial markets and in company surveys.

 

Other data, such as on the order situation or production output, do not yet reflect the current situation. The fact that production has virtually come to a complete standstill in some economic sectors is not yet fully reflected in the current barometer value. Additional estimates of the loss of production and demand suggest a significant decline in economic output, especially in the second half of March: On a quarterly average, it is likely to fall by around 2.0 percent, and thus even somewhat more than at the beginning of the financial crisis. At the end of 2008, gross domestic product slumped by a good one and a half percent compared with the previous quarter.

 

Restrictions will weigh on value added

 

Restrictions on public life - including school closures, bans on pub and restaurant visits, or the discontinuation of sports, entertainment and cultural offerings - will continue to weigh on value creation in April. Initial estimates suggest that the decline in economic output will be even more drastic as a result in the second quarter - the decline could be almost double-digit.

 

Economic development for 2020 difficult to predict

 

It is currently very difficult to estimate the economic development for the year as a whole, as it depends largely on the further spread of the virus and the political reactions to it. The data available at this time provide an extremely incomplete picture of the situation. Even if more and more economic activity becomes possible again in the coming weeks and a normalisation follows in the coming months, the economic performance is likely to decline by around six percent at the end of the year.
