In May, 7.3 million employees in Germany were on short-time working, according to exclusive calculations by the Ifo Institute.  "This figure has never been higher," says Ifo labour market expert Sebastian Link. "During the financial crisis, the peak of short-time work in May 2009 was almost 1.5 million people." In the Corona crisis, companies had originally registered 10.1 million workers for short-time work. According to data from the Ifo Institute, 71.6 percent of them were actually sent on short-time work.

In business-related services, 2.4 million people were working short-time, or 24.5 percent of the workforce. In industry, 2.2 million people, or 31 percent of all employees, and in trade, 1.3 million people, or 29.7 percent. The number was particularly low in building construction and civil engineering, with 163,000 workers or 4.1 percent of the workforce. For the other sectors of the economy not covered by the survey, the Ifo estimates that short-time work was applied to 1.3 million people or 11.3 percent of the workforce.

In contrast to the financial crisis, when more than 80 percent of short-time work was employed in industry, short-time work is used in the Corona crisis across almost all sectors of the economy.
