Herbstgutachten der Wirtschaftsforschungsinstitute: Die Corona-Krise trifft Deutschland doch härter

In ihrem Herbstgutachten revidieren die Wirtschaftsforschungsinstitute ihre Prognose für dieses und nächstes Jahr um jeweils gut einen Prozentpunkt nach unten. Sie erwarten nun für 2020 einen Rückgang des Bruttoinlands-produktes um 5,4 Prozent (bislang -4,2%) und für 2021 einen Zuwachs um 4,7 Prozent (5,8%). 2022 dürfte die Wirtschaftsleistung dann um 2,7 Prozent zulegen.

 

Grund für die im Vergleich pessimistischere Einschätzung ist, dass die Institute den weiteren Erholungsprozess nunmehr etwas schwächer einschätzen als noch im Frühjahr. „Ein Gutteil des Einbruchs aus dem Frühjahr ist zwar schon aufgeholt, aber der verbleibende Aufholprozess stellt die mühsamere Wegstrecke zurück zur Normalität dar“, sagte Stefan Kooths, Konjunkturchef des IfW Kiel.

 

Gastronomie, Tourismus und Veranstaltungsbranche leiden

 

Gebremst wird die Erholung zum einen durch jene Branchen, die in besonderem Maße auf soziale Kontakte angewiesen sind, etwa Gaststätten und Tourismus, das Veranstaltungsgewerbe oder der Luftverkehr. „Dieser Teil der deutschen Wirtschaft wird noch längere Zeit unter der Corona-Pandemie leiden und erst dann am Erholungsprozess teilhaben, wenn Maßnahmen zum Infektionsschutz weitgehend entfallen, womit wir erst im nächsten Sommerhalbjahr rechnen“, so Kooths.

 

Investitionszurückhaltung bei den Unternehmen

 

Zum anderen bremst die Investitionszurückhaltung der Unternehmen den Aufschwung, weil sich deren Eigenkapitalpositionen durch die Krise vielfach verschlechtert haben. Maßgeblich getragen wird die Erholung von den Exporten, die im Zuge der Krise besonders drastisch eingebrochen waren.

 

Ende 2021 wird Vorkrisenniveau erreicht

 

Das Vorkrisenniveau der Wirtschaftsleistung wird voraussichtlich erst Ende 2021 erreicht. Die Wirtschaftsleistung liegt dann 2,5 Prozent unter dem Niveau, das ohne die Pandemie hätte erbracht werden können. Erst Ende 2022 dürfte die deutsche Wirtschaft wieder normal ausgelastet sein. Kooths: „Mit dem Aufholen des Einbruchs sind die Krisenfolgen keineswegs ausgestanden. Auch die Produktionskapazitäten dürften mittelfristig gut ein Prozent niedriger sein, als es Vorkrisenschätzungen ergaben. Der Corona-Effekt auf das Produktionspotenzial ist allerdings weiterhin sehr unsicher, weil sich derzeit kaum absehen lässt, welche längerfristigen Schäden die Krise hinterlässt und wie die wirtschaftspolitischen Reaktionen wirken.“

 

Deutliche Spuren am Arbeitsmarkt

 

Die Corona-Krise hat auch am Arbeitsmarkt deutliche Spuren gezeigt. Trotz massiver Kurzarbeit gingen bis zur Jahresmitte schätzungsweise 820.000 Stellen verloren. Seitdem steigt die Zahl der Erwerbstätigen wieder leicht, das Vorkrisenniveau wird aber erst Mitte 2022 erreicht. Die Arbeitslosenquote dürfte dieses und nächstes Jahr auf 5,9 Prozent steigen und 2022 leicht auf 5,5 Prozent zurückgehen.

 

Einkommen bleiben relativ stabil

 

Die Konjunkturprogramme haben im Zusammenspiel mit den automatischen Stabilisatoren dazu beigetragen, dass die verfügbaren Einkommen der privaten Haushalte selbst in der akuten Krisenphase insgesamt relativ stabil blieben. Dies führt zugleich dazu, dass der öffentliche Gesamthaushalt das laufende Jahr mit einem Rekorddefizit von 183 Mrd. Euro abschließen wird. Auch in den kommenden beiden Jahren bleiben die Fehlbeträge mit 118 Mrd. Euro (2021) und 92 Mrd. Euro (2022) beträchtlich.

 

Großes Risiko ist der ungewisse Pandemieverlauf

 

Das größte Risiko für die Prognose bleibt der ungewisse Pandemieverlauf. Die Institute nehmen an, dass die Infektionsschutzmaßnahmen im Verlauf des kommenden Sommerhalbjahrs soweit gedrosselt werden können, dass sie die ökonomische Aktivität nicht mehr nennenswert beeinträchtigen. Unsicher ist zudem, in welchem Umfang es noch zu Unternehmensinsolvenzen im In- und Ausland kommt. Ferner schwelen verschiedene Handelskonflikte weiter. Würde sich die zwischenzeitlich stark angeschwollene private Ersparnis vermehrt in zusätzliche Käufe übersetzen, könnten die konsumnahen Wirtschaftsbereiche hingegen stärker angeregt werden als in dieser Prognose unterstellt. pm, ifo

The corona crisis is leaving clear traces in the German economy and hitting it harder than expected in spring. In their autumn reports, the leading economic research institutes have revised their forecasts for this year and next year downwards by a good one percentage point each.

 

They now expect gross domestic product to fall by 5.4 percent in 2020 (previously -4.2 percent) and grow by 4.7 percent (5.8 percent) in 2021. In 2022, economic output is then expected to grow by 2.7 percent.

 

The reason for the comparatively more pessimistic assessment is that the institutes now assess the further recovery process as somewhat weaker than in spring. "Although a good part of the slump from the spring has already been made up, the remaining catch-up process represents the more arduous route back to normality," said Stefan Kooths, head of economic research at IfW Kiel.

 

Gastronomy, tourism and event industry suffer

 

The recovery is slowed down by those industries that are particularly dependent on social contacts, such as restaurants and tourism, the event industry or air transport. "This part of the German economy will continue to suffer from the corona pandemic for some time to come and will not participate in the recovery process until infection control measures are largely eliminated, which we do not expect until the next summer half-year," said Kooths.

 

Reluctance to invest on the part of companies

 

On the other hand, companies' reluctance to invest is slowing down the upswing because their equity positions have deteriorated in many cases as a result of the crisis. The recovery is being driven primarily by exports, which had slumped particularly dramatically in the course of the crisis.

 

Pre-crisis level will be reached by the end of 2021

 

The pre-crisis level of economic output is not expected to be reached until the end of 2021. Economic output will then be 2.5 percent below the level that would have been achieved without the pandemic. The German economy is not expected to return to normal capacity utilisation until the end of 2022. Kooths: "The effects of the crisis are by no means over once the slump has been made up for. In the medium term, production capacities are also likely to be a good one per cent lower than pre-crisis estimates. However, the corona effect on production potential remains very uncertain, because it is currently difficult to predict what longer-term damage the crisis will cause and how the economic policy responses will work".

 

Clear traces on the labour market

 

The Corona crisis has also had a significant impact on the labour market. Despite massive short-time working, an estimated 820,000 jobs were lost by mid-year. Since then, the number of people in employment has risen slightly again, but the pre-crisis level will not be reached until mid 2022. The unemployment rate is expected to rise to 5.9 per cent this year and next year and to fall slightly to 5.5 per cent in 2022.

 

Income remains relatively stable

 

The stimulus packages, in combination with the automatic stabilisers, have helped to keep household disposable income relatively stable overall, even during the acute crisis phase. At the same time, this means that the overall public budget will end the current year with a record deficit of €183 billion. Major risk is the uncertain course of the pandemic

 

The greatest risk to the forecast remains the uncertain course of the pandemic.
