"Teilweise sind Einzelunter-nehmen trotz funktionierender Geschäftsmodelle in Not geraten", sagte Fuest.

English version

As part of the "Corona Lectures" online event series at Munich's LMU, Professor Clemens Fuest analysed the current economic situation and gave concrete recommendations for overcoming the crisis. "Germany has come through the crisis well so far, as economic policy has done a good job of stabilising the situation, for example through short-time working allowances and other liquidity assistance," Fuest said.

"But the sectors have been affected very differently by the pandemic, the manufacturing industry has shown itself to be very robust, the service sector, on the other hand, continues to have major problems." "In some cases, individual companies are in distress despite functioning business models," Fuest said. "Here, the state must provide help quickly." While the manufacturing sector is not affected by the lockdown, the problems of the service sector are not only due to the lockdown, but also to a general reluctance of private consumption. The VAT cut has had little effect here, according to Fuest.

Vaccinations to be pushed ahead quickly: a way out of the crisis

A rapid spread of vaccinations is very important for the health protection of the population and for economic recovery. The LMU professor advocates a decisive "no-covid strategy": "The incidence must fall below 10, only then will the pandemic be controllable again," Fuest pleaded. "To get there, we need more FFP2 masks, more tests and more mobile working," said Clemens Fuest. According to the Ifo president, proposals that want to cripple the entire economy in order to lower the incidence, on the other hand, are not effective. The manufacturing sector, with its high relative share of value added, currently enables us to continue to afford the relief measures for those affected, he said.

More government investment in vaccine development

In order to achieve faster and wider vaccination of the population, the government should become more involved and better support national vaccine production. Calculations showed that almost any investment in the massive expansion of vaccine production would be worthwhile for the state: "The costs of a lockdown are higher in any case." But Fuest also pointed to burdens beyond the economic dimension. "This crisis has put an extreme burden on families and children, and the most serious consequences are in the education system," Fuest complained.

Debts can be reduced

Despite the high government investments to fight the pandemic and support the German economy, Clemens Fuest was confident that the debts can be reduced again. "If we return to growth next year, there will be no need to raise taxes or cut investments in future projects," he said. Negative interest rates on German government bonds allow for a slow reduction of debt. pm, ots, mei
