Afghanistan: Verhandlungen mit den Taliban aufnehmen

SPD-Fraktionschef Rolf Mützenich hat sich dafür ausgesprochen, mit den Taliban zu verhandeln. Er sagte im Inforadio vom rbb, durch solche Gespräche könne auf die Taliban eingewirkt werden.

 

"Wir versuchen eben darüber nicht nur eine gesicherte Ausreise von vielen Ausländern zu schaffen, aber gleichzeitig eben auch für die Ortskräfte etwas zu tun. Und wir stehen ja nun nicht alleine."

Wenn man mit den Taliban verhandele, bedeute das nicht, ihre Herrschaft in Afghanistan anzuerkennen. Mützenich sagte, er gehe davon aus, dass in Afghanistan zunächst eine Übergangsregierung gebildet werde.

 

Karsai hat mit den Taliban gesprochen

 

"Es hat ja auch gestern Gespräche der Taliban mit Karsai, dem früheren afghanischen Präsidenten, gegeben. (...) Ich glaube, das mag taktisch bedingt sein, dass die Taliban erst mal gesagt haben, sie wären überhaupt nicht in einer solchen Regierung dabei. Darauf deuten einige Zeichen zumindest zum jetzigen Zeitpunkt hin."

 

Es besteht Spielraum für die Diplomatie

 

Für die Diplomatie sieht Mützenich nach wie vor Spielraum. Die Taliban könnten nicht das ganze Land beherrschen. "Wir hören von ersten Demonstrationen aus verschiedenen Städten und was wir zurzeit tun müssen, dass es keinen erneuten Bürgerkrieg in Afghanistan gibt. (...) Das große Problem ist das regionale Umfeld, Pakistan, die Volksrepublik China, aber auch der Iran und viele andere Akteure im Hintergrund. Hierauf kann die Diplomatie Deutschlands glaube ich nicht unmittelbar einwirken, aber durchaus zur Mäßigung aufrufen." pm, ots

SPD parliamentary party leader Rolf Mützenich has spoken out in favour of negotiating with the Taliban. He said on rbb's Inforadio that such talks could influence the Taliban.

"We are trying not only to secure the departure of many foreigners, but also to do something for the local forces. And we are not alone.

 

Negotiating with the Taliban does not mean recognising their rule in Afghanistan. Mützenich said he assumed that a transitional government would first be formed in Afghanistan.

 

Karzai has spoken with the Taliban

 

"There were talks yesterday between the Taliban and Karzai, the former Afghan President. (...) I think it may be tactical that the Taliban first said they would not be part of such a government at all. That's what some signs are pointing to at least at this stage."

 

There is room for diplomacy

 

Mützenich still sees room for diplomacy. The Taliban could not control the whole country, he said. "We hear about first demonstrations from different cities and what we have to do at the moment, that there is no new civil war in Afghanistan. (...) The big problem is the regional environment, Pakistan, the People's Republic of China, but also Iran and many other actors in the background. I don't think Germany's diplomacy can have a direct impact on this, but it can certainly call for moderation." pm, ots, mei
