Die Politikwissenschaftlerin und Direktorin der Akademie für politische Bildung Tutzing, Ursula Münch, sieht im Ergebnis der Bundestagswahl keinen klaren Regierungsauftrag für SPD oder Union.
"Wirklich klar ist der Regierungsauftrag nicht. Aber egal wie SPD und Union es deuten: Es kommt darauf an, wer mit wem eine Regierung bilden kann. Damit tun sich natürlich beide schwer. Wir sehen die Sympathien der Grünen für die SPD und die Sympathien der FDP für die Union", sagte Münch der "Neuen Osnabrücker Zeitung" (NOZ). Münch geht davon aus, dass die Union sich jetzt hinter Armin Laschet versammeln wird, um ihn für die Verhandlungen einer Jamaika-Koalition zu stärken.
Partei wird zu Laschet halten
"Solange die Union eine Perspektive hat, dass sie eventuell doch den Bundeskanzler stellen kann, wäre es ja ausgesprochen töricht, auf dieses schlechte Wahlergebnis auch noch innere Zerrissenheit draufzusetzen. Man wird zu Laschet halten, solange er die Chance hat, eine Regierung zu bilden. Wenn das nicht mehr gegeben ist, wird er massiv unter Druck geraten", sagte Münch der "NOZ".
Union und SPD sind noch Volksparteien
Sie sieht in den Ergebnissen für Union und SPD unter 30 Prozent nicht das Ende der beiden Volksparteien. "Sie zeichnen sich ja dadurch aus, dass sie sehr viele unterschiedliche Milieus ansprechen. Das tut die Union, und das tut auch die SPD nach wie vor. Sowohl die Grünen als auch die FDP sind eben keine Volksparteien. Sie sprechen bestimmte Milieus an, vor allem solche, die mit Blick auf Einkommen und Bildung über dem Durchschnitt liegen. Union und SPD sind schon noch die Volksparteien", meint Münch. pm, ots

"The mandate to govern is not really clear. But no matter how SPD and Union interpret it: It depends on who can form a government with whom. Of course, both have a hard time with that. Münch assumes that the Union will now rally behind Armin Laschet to strengthen him for the negotiations of a Jamaica coalition.
Party will stand by Laschet
"As long as the CDU/CSU has a prospect of possibly being able to provide the chancellor, it would be downright foolish to add internal strife on top of this poor election result. People will stand by Laschet as long as he has the chance to form a government. If that is no longer the case, he will come under massive pressure," Münch told the NOZ.
Union and SPD are still people's parties
She does not see the results for the Union and SPD below 30 per cent as the end of the two people's parties. "They are characterised by the fact that they appeal to very many different milieus. The CDU/CSU does that, and the SPD continues to do so. Both the Greens and the FDP are not people's parties. They appeal to certain milieus, especially those that are above average in terms of income and education. The Union and the SPD are still the people's parties," Münch says. pm, ots, mei
