Große Sorge bereitet dem Paritätischen Wohlfahrtsverband das veröffentlichte Sondierungspapier, auf das sich die Verhandlungsteams von SPD, Grünen und FDP als gemeinsame Basis für mögliche Koalitionsverhandlungen verständigt haben.
Als einer der größten Spitzenverbände der Freien Wohlfahrtspflege in Deutschland, unter dessen Dach über 10.800 Organisationen und Initiativen sozialer Arbeit organisiert sind, vermisst der Paritätische unter den ausformulierten Zielen der potenziellen Ampel-Partner insbesondere, die Armut in diesem Land zu beseitigen und die tief gespaltene Gesellschaft wieder zusammenzuführen. Sollten SPD, Grüne und FDP potenzielle Steuererhöhungen tatsächlich zum Tabu erklären, mache sie sich schlicht handlungsunfähig, warnt der Verband.

Großer Anlass zur Beunruhigung
Die Leerstellen in dem Zwischenergebnis der Verhandlungen seien Anlass zu großer Beunruhigung: "Punkte, die wir ganz sicher auf der Tagesordnung einer neuen Bundesregierung sahen, finden sich in dem Papier überhaupt nicht wieder", so Ulrich Schneider, Hauptgeschäftsführer des Paritätischen Gesamtverbands. Als Beispiele nennt er eine umfassende Pflegereform, die Pflegebedürftige auch finanziell entlastet, Schritte in Richtung Bürgerversicherung in Rente und Pflege und eine endlich wirksame Mietpreisdämpfungspolitik.
Willen ist da, Klimawandel zu bekämpfen
"Wir begrüßen zwar außerordentlich, dass es den gemeinsamen Willen gibt, die Bekämpfung des Klimawandels entschlossen anzugehen, doch umso mehr sorgt uns, dass es offenbar keine gemeinsame Vorstellung zu der sozialen Flankierung gibt", so Schneider. Armutspolitisch bliebe das Sondierungspapier Antworten schuldig.
Positive Punkte in dem Sondierungspapier
Es seien auch sehr positive Punkte in dem Papier, so etwa die Ankündigungen für die Einführung einer Kindergrundsicherung, einer Wohngemeinnützigkeit und mehr Sozialwohnungen, dem Willen zu mehr Engagement für die Teilhabe von Menschen mit Behinderung oder zur Stärkung der Daseinsvorsorge und auch der sozialen Infrastruktur im ländlichen Raum, räumt der Verband ein, gibt jedoch zu bedenken, dass angesichts der steuerpolitischen Vereinbarungen vieles unter Finanzierungsvorbehalt stehe.

"Bis jetzt bleibt die Gretchenfrage unbeantwortet: Woher soll das Geld kommen? Wer die Steuerfrage zum Tabu erklärt, macht sich politisch schlicht handlungsunfähig. Der Verzicht auf eine stärkere Heranziehung sehr hoher Vermögen und Einkommen zur solidarischen Finanzierung unseres Gemeinwesens droht der Geburtsfehler auch dieser Koalition zu werden", warnt Schneider. pm, ots

"We welcome the fact that there is a common will to tackle climate change decisively, but we are even more concerned that there seems to be no common vision on social flanking measures," said Schneider. In terms of poverty policy, the exploratory paper does not provide any answers.
